Selected Guideline: 2D1.12 - Unlawful Possession, Manufacture, Distribution, Transportation, Exportation, or Importation of Prohibited Flask, Equipment, Chemical, Product, or Material; Attempt or Conspiracy

If the defendant intended to manufacture a controlled substance or knew or believed the prohibited flask, equipment, chemical, product, or material was to be used to manufacture a controlled substance

If the defendant had reasonable cause to believe the prohibited flask, equipment, chemical, product, or material would be used to manufacture a controlled substance
